Officer Doug Welker and other officers were patrolling outside of the Ohio Union South Garage on The Ohio State University campus in Columbus, Ohio. Doug and fellow night shift officers had been providing a visible presence outside of the garage during bar closing hours due to increased violent crime in the area. While outside of the garage on August 7, 2021 Doug heard multiple gunshots and observed at least 100 people fleeing the area. Officer Welker crossed into the Columbus Police jurisdiction and found a person suffering from multiple gunshot wounds at East 13 Avenue and High Street. He immediately started life-saving measures. Despite entering an extremely chaotic scene that was not yet secured, Doug provided aid in the form of a chest seal and a tourniquet. He calmly talked to the injured man and he completed a full body check to look for any other wounds on the individual. Officer Welker gave direction to other officers arriving to the scene as well as bystanders to assist him. Even with not knowing the location of the suspect, Doug remained calm and performed exceptionally well during this incident and correctly used tactical first-aid measures on the victim. During follow-up conversations with medical professionals at the hospital, they credited Doug’s aid in helping save the man’s life. Officer Welker exemplifies bravery, calm demeanor, and excellent performance under pressure. He did not stop to think about his own safety, but only the safety of this shooting victim and others in the area. Doug is the officer who you want on your team, he runs toward danger to protect others, and is humble when receiving accolades for his good work.
